Norwela Council - Scouting America

We are the Norwela Council of Scouting America and the W.C. Rasberry Scout Service Center and Scout Shop.

On this week's episode of Meet the Staff we have Netami District Executive Jacob Miller, a proud resident of Natchitoches, LA, and deeply passionate about career development—a drive that took root in high school and blossomed during his college years at McNeese State University, where he frequently assisted peers with resume writing and interview preparation. This passion naturally extends to his role in Scouting, where he finds immense fulfillment in helping young people develop the social and soft skills necessary for future success.

As an Eagle Scout himself, Jacob appreciates the impact Scouting can have on shaping a young person's career path. Beyond his professional pursuits, Jacob is an avid supporter of the arts, finding creative expression through painting, with a current interest in digital artwork. His love for the arts also led him to assist with lighting production at the Many Theatre, drawing on his experience as a technical director's assistant during college. Jacob also loves to bake and is dedicated to experimenting with recipes to create gluten-free alternatives, inspired by his desire to accommodate family members with celiac.

Jacob is drawn to Natchitoches for its charming small-town feel, which reminds him of his roots in Orangefield, Texas, but with the added bonus of more local activities to enjoy. Guided by the philosophy, "You can’t control the direction of the wind but you can adjust your sails," Jacob approaches challenges with careful analysis and a tactical mindset, always ready to adapt and overcome whatever comes his way.

In addition to his professional achievements, Jacob remains actively engaged in his community through his involvement with organizations like the Natchitoches Ambassadors, Natchitoches Young Professionals, and the Natchitoches Kiwanis Club.

Our Mission

The mission of the Norwela Council, Boy Scouts of America is to prepare young people to make ethical and moral choices over their lifetimes by instilling in them the values of the Scout Oath and Law.

About Us

The Norwela Council of the Boy Scouts of America has been working to prepare today’s youths to become tomorrow’s leaders by instilling values that have grown too scarce in today’s society.

The Norwela Council of the BSA was established in 1923. It serves a nine-parish region: Bienville, Bossier, Caddo, Claiborne, DeSoto, Natchitoches, Red River, Sabine, and Webster.


In 2019:

  • Norwela Council served over 2,700 boys and girls in 123 Cub Scout Packs (age 5-10), Scouts BSA Troops (age 11-17), Venture Crews (age 14-20), and Exploring Posts (age 14-20). 
  • Norwela Council had over 800 adult volunteers
  • Over 200 Boy Scouts attended Summer Camp at Kinsey Scout Reservation during the Summer
  • Over 2,000 Cub Scouts and their families attended Cub Family Weekend Camps
  • Over 300 Scouts BSA members and Scouters attended Winter Camp at Kinsey Scout Reservation in November
  • During the fall, over 1,200 new boys and girls and their families were recruited into the Scouting program
  • 37 youth attained the rank of Eagle Scout (the highest rank in Scouting)
  • Norwela Council provided registration assistance and camperships to over 600 youth
  • Norwela Council purchased food and program supplies for underprivileged youth

 

The Norwela Council is divided into 4 geographic districts. Each district is served by at least one professional staff member — district executive and/or district director. The district executive or director leads teams of hundreds of adult volunteer leaders in providing a Scouting program to the youth members in the community. The Neshotah District serves all of Caddo Parish.

The Scoutreach District serves under-privileged youth during school hours who are unable to attend a “traditional” evening meeting.

The Netami District serves DeSoto, Red River, Natchitoches and Sabine Parishes.

The Yatasi District serves Bossier, Webster, Claiborne and Bienville Parishes.
